If this is the case, and considering the SG they're kept at, why not try
rotifers? Live rotifers are pretty readily available these days, and since
bottled live phytoplankton is as well it's a simply matter to get a culture
going....

Barring that, baby amphipods might be viable as well; again, not too hard to
come by (see, for example, www.inlandaquatics.com or www.ipsf.com ).
