NFC: new chat - upgraded already

OK I upgraded a bunch of stuff in chat.

The few of you using Microsoft Internet Explorer may experience quirks
due to bugs in the way that software handles frames.  Best solution is
to use Netscape for chat.  Barring that, set your options to display
newest messages first (you'll see when you get in there).

There are many new options in the new chat.  Type "/help" once you're in
there to see what I mean.
