They are, but most of the ones that make it seem to be designe by building 
the usual cement holding pools, planting them heavily, and then flowing the 
water through a series of them.  I suspect a few more traditional wetlands 
have been used, but normally they have a tough time making it through 
permiting because of concerns that A) there will be some contaminants that 
make it through the plants into the groundwater and B) that if an industrial 
site accidentally (or sneakily) releases something nasty (ie excess heavy 
metals, serious chemicals, etc), there isn't really anyway to catch it.  By 
having the water flow through cement holding pools w/ artificial wetlands, 
you can still do testing, reroute water, etc should problems occur before it 
ever has a chance of reaching the rest of the environment.
