The probelm is that the internal organs may or may not be stunted or may be
stunted at a different level. The biggest problem is in the kidneys of the
fish. In freshwater,fish  have a problem with way too much water in their
systems so they are constanly in need of getting rid of this water and the
kidneys work overtime to accompish this.

Also there is a reason that a fish becomes stunted and that is that
something in its enviroment is not right and it trys to adapt to its
enviroment just to survive. Such fish will always live much shorter lives
than ones that have a good enviroment to live in. I also doubt if the fish
would spawn in such an enviroment but you never know.

Also if you don't have the space to keep adult sized bullheads why would you
want to breed them? What are you going to do for grow out tanks? WHat are
you going to do with several hundred bullheads?
