The bulbs are about 14 months old.  How does an old bulb effect BGA?

Almost a turquoise color, sort of gelatinous, not growing on swords and 
similar looking plants; grows on mostly on Java Moss and some sort of other 
unknown "floating" type plants.  Doesn't seem to bother the duckweed.  

I have a bad sense of smell, but this is pretty strong, offensive odor when I 
get my hands in there and on the plants I discard.  Sort of smells like when 
you move a compost pile and discover a particularly unpleasant odor.  Even 
after I wash my hands, I can sometimes still smell it.  Massive water changes 
have reduced the odor considerably but not eliminated it or the basic 
problem.  Not at all like the normally pleasant (to me) odor emitted by a 
health aquarium.
