It was explained to me that you have to apply for an exemption on each
shipment and the exemption must be granted before the fish are shipped. A
copy of the exemption must be accompanying the shipment invoice. Both must
be filed with the wildlife people and the shipment inspected before it is
released. The fish I was fined for were for a show and it was 18 fish. The
fine was $1000 and a $25 processing fee. I was lucky because customs did
not get involved and my local Fish and Wildlife people vouched for me, as
it could have been more fines and even prison time if they decide to call it
smuggling. These fish were shipped by Fed EX and were discovered in
Memphis.

Im not so sure that we are breaking the law. If things have changed, than I
might be wrong, but if you get eggs or fish from another country, you have
to declare that they are not commercial, are for study or scientific
research, and not valued. If you have an invoice with the box that
indicates what they are and how much you paid, then you have become
commercial and so has the sender. I think that getting eggs or fish from a
foriegn club member does not constitute a commercial import. If you order
fish from an over seas dealer, you will get into trouble without the import
license.
Like I said, I may be wrong, if the rules have changed. There used to be
a committee that kept track of this stuff.
