Visit your local Lowe's home center. I recently populated a fish closet in the garage (which is normally between 30 and 45F) with a bunch of tanks of killies.
I can easily keep the closet warm enough (70's-80's) with a heater I picked up from Lowe's that was recommended by the list. It's 1500w, though I never run it at more than 600W. It's an electric/blower combo, I've always been a bit leery of those oil filled ones, nightmares of what happens if they get knocked over.

Individual heaters stink. Most of them cut out or cook your fish at inopportune times, the quality of the product is variable, they take up room in the tank and they give the fish another escape alley (i.e., they make the lid a little trickier to build.) Heat the room, not the tanks.
