Of course you want to work with ventilation when using either PVC cleaner or
Silicone glue.  It doesn't take too long to make a bunch of filters if you
have all the materials assembled before hand.  I don't know the health risks
of silicone fumes vs PVC cement but I don't work with enough of either on a
regular basis to consider them a health risk.  If you are concerned you can
always wear a mask with a carbon filter.  By the way, did you ever stop to
smell the flowers?  Aromatic hydrocarbons are what give them their scent.
Statistically it is probably a larger health risk to drive to my monthly
fish club meeting than all the work I do with chemicals in the fish room.

Sounds like you are exposing yourself to a lot of organic solvent
Richard.  Wouldn't silicone be a healthier option, even if it is
slightly messier?

Rather than using silicon to glue the netting on, you can use clear PVC
cleaner.  Use a little cleaner on the end of the cut piece of pipe to
soften
it up and then set the netting on the end of the pipe.  It should "tack"
on
and become partially stuck around the edges.  Then dab on more cleaner
on
top of the netting right over the edges of the pipe.  After one or 2 go
arounds with the cleaner, the netting should be embedded into the PVC.
Let
set for an hour or so until the PVC has hardened.  Check for loose spots
and
dab on more cleaner if needed. Trim excess netting away with a pair of
scissors.  I find this to be less messy than silicon. For netting I use
a
polyester mesh netting from Aquatic Ecosystems with a mesh size of 1/32"
(Cat #M417).  Its pretty tough stuff which rarely clogs for me.  If it
does,
a quick scrub with a toothbrush or test tube brush cleans it out.  At
$6.85
for a piece 84" x 1 yard I have enough to last for years.
