There are about 50 different sets of rules, Edd. Each state has control of its own wildlife, for the most part, and management practices do differ widely.

Since most state Fish and Game or Wildlife Depts. have a web site, it is probably worth a look, there, first. That may give the general rules, or point you to publications that have them. [In CA, the annual fishing guide has the general rules, such as the usual one that "if it is not required, it is forbidden." :^)]

As you did, contacting a local ranger can cut through a lot of red tape, fast. Their life is made easier by folks who will play by the rules, so they are usually very pleased to help.

I have found folks at NFC who are adept at getting local permits in many difficult areas, so it is worth checking with them and/or NANFA for your local situations, too.
