Eheim mades a 'Surface Extractor' mainly for their canister filters, but can 
also be used in a outside power filter. Have had one for years on a power 
filter and can attest on how well it works. However, being from Germany, its 
a little expensive. See listed price at 'That Pet Place 
(www.thatpetplace.com) as $35.99, item EH0121.

There use to be a surface extracting power filter some years back, but havent 
seen it in a long time. Possible something could be built at home if price is 
too high.
