When shipping small quantities of fish, the cheapest approach to guarantee 
live delivery is to get a styro from a local pharmacy( it should be free).  
Depending on the size of the fish and the amount of water it will require, a 
single fish should cost about $6-$10 to ship by priority mail.  That's the 
cheapest deal you will get.  Fish should be packed to survive 3 days.  The 
part of the bag that is above the water line will breath if you are using the 
standard 1.5mil poly bag.  Let the fish fast for 24-36 hours prior to packing.
