CO2 is in liquid form in the bottle, due to the high pressure.  The tank 
doesn't have to be completely vertical, but the spout needs to be the highest 
part of the tank.  Otherwise you risk problems from the liquid CO2 reaching 
the control valve.  Vertical is definitely best.
