Scott I've always cleaned empty tanks with a strong bleach solution. Let soak for several hours. Do this out doors. then let air out in the sun for a day, rinse several times using a de-chlorinatorin the final rinse. If you can still smell bleach,then rinse some more. Ron Dubbs Brighton, TN
