Simple answer : Yes  It is possible to adjust CO2 output by by adjusting 
the output pressure on a regulator.  Though it will be difficult (or 
impossible) to make fine adjustments.  You would be better off getting a 
needle valve.  Check at a welding supply company you should be able to 
get one cheap @ $20.  As far as using a powerhead to diffuse the CO2, 
that is what I used, it works fine.
