Effective today, all posts send to the APD in HTML, rich text, MIME
multipart, etc - in other words, anything but plain text - will be
summarily bounced.   I'll try to look at them but can't guarantee they'll
always be forwarded or returned to you (I receive, on average, over 60
administrative-type emails per day regarding this list).  

The primary "offenders" in this, it appears, are MS Outlook, Outlook
Express and Exchange; some browsers have email sent in HTML as their
default.  Check your settings.  If you don't know how, email me directly
and I'll try to help you.
