Hair Algae?

Hi all,
I was wondering if hair algae is making an entrance into my 4 ft planted
tank. They are very fine hair like strands that cling tenaciously to
driftwoods and substrate (2-3mm). When I take 9 clump off the substrate,
the gravel comes up with it.

Is this hair algae and what's the best way to get rid of them? There are
not much of them though, just around my banana plants.
