LaMotte nitrate test kit question

The nitrate kit includes a bottle that you are to fill up completely with
water to be tested.  I think this bottle holds 60ml.  You are supposed to
pour 2.5ml of water from this bottle into a test tube to fill with acid and
powder reagents.  Question:  Why in the heck do you need to fill up the
plastic water bottle in the first place?  It doesn't make sense.
