How to add clay (CEC) to existing substrate without teardown?



My aquarium has just plain sand for a substrate, and now that I have
increased the light to 2.2W/gal I'd like to try growing some new and
better plants.  So I figure I need to add some kind of cation exchange
medium to the substrate, but I don't want to completely tear the tank
down.  Did I mention that I have goldfish in the tank and they root
around in the top of the substrate?  Any advice would be appreciated.

I was thinking about mixing up a clay slurry and pumping it under the
sand with a giant veterinary syringe.
