Maybe if you have the 1st layer of substrate made of a media that has a
very high CEC and that can be porous, the release process will slow down.

I heard from Scott Italy that there is one of the Osmocote product made
specifically by Scott Australia that's is particularly low in P.
Here in Italy it's avalaible only an Osmocote which last 18 months that has
already given good results in planted aquarium.
