Jobe's Aquatic Plant Spikes



Hi All:
I found "Jobe's Fertilizer Spikes for _Beautiful_ Aquatic Plants" at a
local hardware store.  This is what's printed on the box:

"8-24-8

Total Nitrogen............................ 8%
  5.8% Ammoniacal Nitrogen
  1.3% Water Insoluble Nitrogen
  0.9% Urea Nitrogen
Available Phosphate (P2O5)....24%
Soluble Potash..........................8%

Derived from:  Ureaform, Diammonium Phosphate, Triple Superphosphate,
Potassium Sulfate.  
Chlorine (Cl) not more than ... 0.2%.

* The nitrogen, phosphorus and potassium materials in this product provide
5.7% occluded slow release nitrogen (N), 17.7% occluded slow release
available phosphate (P2O5), and 6.0% occluded slow release soluble potash
(K2O).

Directions: ...[etc]
...
* Gently and continuously releases important nutrients.
* Helps promote the exquisite blooms of water lilies as well as vigorous
growth of all aquatic plants.
* Does not encourage algae growth."

So, here's the question:  Isn't this fertilizer _just_a_bit_ heavy on
phosphate?  Or, is this thought to be appropriate for pond plants?  Or does
the 0.2% Cl kill the algae... or what?
Should I just use this stuff in a windowsill tank to grow algae for my
otos?
