Halogen lamps are a very poor choice for aquarium lighting.  They are

somewhat they still fall far short of fluorescent lamps.  You could
achieve similar light output using (4) 40 watt fluorescent lamps. 
Assuming you have your lights on 12hrs/day and pay $.08/kwh it will
cost you about $120/year more to run the halogen lamp.
