I bought some a long time ago with the same results.  What I suggest you
do is wet the laterite until it is the consistency of mud.  Then roll
chunks of it into balls about 3/4" in diameter.  Put them into the oven
at 250 degrees for a few hours until it drys.  The laterite balls then
can be placed into the gravel with minimal clouding of the water.
