     There is the Kenilworth Aquatic Gardens in Washington D.C., which, I 
     think, is part of the National Arboretum.  Either way, it is a 
     national park.  The emphasis is on water lilies, but they have other 
     aquatic plants.  It's in a very rough neighborhood in NE DC, well away 
     from the usual attractions, which is probably the average tourist 
     never sees it.
