How to safely raise pH?

As stated in a previous post, I am having problems with my pH.  In spite of
weekly 1/3+ water changes my pH values are at or below 6.0.  The alkalinity
of our water here is very low, less than 20 ppm.  The tap water is running
around 7.  I don't inject CO2 and believe my problem is related to fertilizer
I added to the tank.  Can anyone suggest some safe methods for me to bring my
pH up closer to 7.
