O2 Bubbles collecting at surface



David Corner mentions that "bubbles tend to collect at the surface, which I
assume is due to organic compounds in the water, coming from the peat."  Is
this true?  My week old 37 gal planted tank collects a lot of bubbles of O2
in a single layer at the top.  Why is that?  Does this mean that I am on
the beginning side of the nitrogen cycling, or what?  Anything I should be
concerned about?
