Try cutting the amount of sugar in half.   Too much sugar can inhibit the
yeast.  If you only have a tube below the surface, you will not get very much
additional CO2 into the water.  Try pumping the CO2 into the filter inlet or
into an inverted saucer to maximize the surface area and time in contact with
the water so the CO2 can dissolve.  Keep a eye on your pH as the CO2 will
lower it; sometimes by a large amount very quickly.
