Neil Frank mentioned his Bladderwort problem.
I too have a persistent nuisance infestation with Utricularia ?gibba that
came in to my Australian native aquatic plant aquarium with some wild
plants from the Northern Territory and I have to do weekly harvests by hand
to prevent takeover. I assume that as long as there is water in the tank
there will me micro-organisms as food for the pest and any manipulation of
water parameters, lighting etc will only damage the "good" plants long
before the "pest" suffers.
