Yes, a small continuous water change is the best way to maintain a
stabile water chemistry in a tank - as long as your tap water quality
is stable and it is suitable for your fishes and plants.  Something
around 5% daily might be a good amount (depends on how many fishes
you have there).  Just keep an eye on the tap water quality, and make
sure that your plants get enough nutrients.
