On the topic of these lighting electronics questions, would you also 
suppose that it's a grounding problem (I'd bet that there's no ground at 
all, it's a wood hood) if you must stroke the bulbs with both 
hands from the center to the outsides once to get them to start?  It's a 
used home-made hood, and I haven't really looked at the electronics...it 
works and it's on a non-light-critical tank, but it has always seemd kind 
of funny that I have to pet my lights to get them to perform.
