My little lighting reference book says

Metal Halide -   50 to 60 lumens per watt  (for 175 to 250 W lamps)

Flourescent -     70 lumen per watt (32 W T8s)
                        33 to 52  lumens per watt (40 W T12s)

This seems to indicate that T8 flourescents are the way to go if efficiency 
is your criterion.
