GE and Philips make a wide variety of 18 inch T8 bulbs ( Daylight, Agro-Lite,
5000K Ultralume, SPX50 etc ....)  Unfortunately, these can only be used with preheat 
ballast circuits and also requires a starter.

I've checked with GE, Phillips, and Osram/Sylvania and didn't find any 18" T8 Rapid
Start bulbs that use the T-8 electronic ballasts.
I'll keep looking....
