I just came from a fall color tour that included a visit to a Tilapia grower. 
He uses very high fish densities.  He claims 1.5# of fish per gallon!   The
water certainly looks brown like my tank siphonings.  He has a fair degree of
pumping going on, I would guess 10 gpm in a 3000 gallon tank.  He uses a
commercial biowheel sort of filter.  His fish look pretty good.  He keeps up to
15,000 20g fish in a 3000gallon tank.  Talk about bioload!
