Yes, of course you are right! The ballast sits on the floor. One note of
caution to anyone hanging even 10 pounds of lights (without ballast) over an 
aquarium:

Please ensure that you get your screw-in hangers into a stud because you
don't want it hanging from the gyp-rock alone. I can't think of a worse
disaster than 10 pounds of high voltage lights crashing into my aquarium!
