No. Maybe a picture will help.  Here is the elevation:

         Elevation       

     o  o  o  o  o  o  o   <--- Clothesline  
     ===================   <--- Clothesline
    ---------------------  <--- Carpet Backing

The plan would look like a grid with the carpet backing under it.  So
the heating coil will be held up off the ground by the thickness of
the clothesline - just under 1/4".
