Algae are like any other living thing. They can only exist with proper 
nutrients and environment. Physically removing them will only mask the 
cause and any time the filtering is stopped they will return. The bottom 
line is that something is wrong in this tank.

If CO2 levels are right, NO3, PO4, Fe, trace nutrients, and lighting are 
in good supply, and the plants are growing, then the algae will not. If 
any one or more of these things are missing or deficient, the algae may 
gain the upper hand.
