Rationality abounds here.
While I worked in the legislative affairs department of one of the
largest school districts in the United States, we took the official
position of opposing legislation to limit lead content in wet plumbing
fixtures to 0.1% on the grounds that it would cost too much. Did it
matter to us that there was no research into whether the cost was
significant based on risk reduction, or if there even was a cost
difference? Nope.
