To do it properly, use photoshop or paint shop pro.

Apply a smoothing filter. Use a pretty strong setting.

Resize

Sharpen.

Using a scaling factor that's an even power of two is best,
2, 4, 8, 16 16. 16 works best overall you may need to fiddle
with the image at every resolution.

I think Microsoft is Latin for "try something else. it's probably better".
