Very breifly, it depends on the design of the ballast and whether you mind having much electromagnetic interfence (radio wave noise) in the air. A ground running the length of the bulb helps some some bulbs to light evenly on certain ballasts and can help keep the voltage stable. It also helps break up some of the radio wave generation that otherwise occurs when you cycle a current through an object in the air. It's usually not an issue with smaller bulbs, say 20-30 watts or less.

Does anyone have anyinsight into how essential it is to have a metal strip of some sort (hooked to ground) running the length of a 3 foot fl. light fixture?
