I currently use pond substrate under a layer of gravel in my planted
tank (used special aquarium stuff eco-complete for years previously) and
my plants are loving it, its very cheap so my wallet is happy too :)
Perhaps you could do use that instead of aquarium specific substrate as
you can buy it cheaply and in bulk from most garden centres.  The only
thing to watch out for are pond substrates with chemical additives
(fertiliser) and the ones with the little polystyrene balls in them.

I believe the problem is that the moving company won't touch anything
wet or liquid.  In that case, I suggest spreading the substrate on
plastic or a tarp in the sun for an afternoon.
