I agree that it sounds like bladderwort. This is a carnivorous plant that
is quite common in FL and often hitchhikes in on other floating plants. The
genus is Utricularia. Those little round bumps are actually hollow bladders
which, when triggered, suck in tiny things like small daphnia and tiny fry.
IMO, as long as you have no tiny fry in the tank, it is harmless, and can be
attractive in small tanks.
