Cylinders should be strapped no matter whether there are children or
pets. I've seen photos of the demolition of a brick wall from a 20 pound
tank falling over and having the valve sheared off, and had the "honor" of
seeing a fluorine tank go off while upright.  You don't want to see this in
person.
