Well, it does if you a normally-closed solenoid on the CO2. If you have a normally-open solenoid, then you're just burning electricity nonstop.

Without getting into much of what you said, I'll simply point out that a pH
controller does the exact opposite of this.  In other words, a pH controller
is used to hold the pH at or below a certain point, not above it.  World of
difference.
