Some chems you can dissolve in water and control very small portions that way -- 1 tsp in a cup of water means 1/4 cup = 1/4 tsp.
 
You can also get very small measuring spoons (Dash. Pinch, & Smidgeon (1/8 tsp, 1/16, 132)), which is what I use. Gregwatson.com used to list them but not recently, but you can find them at kitchen, home, and hardware vendors. Consider:

They usually only cost a few bucks plus the shipping. Restoration Hardware used to carry them, if there's a store local to you.
 
 
If you can't get the small spoon then for powder that doesn't easily dissolve. Measure out with the smallest measured spoon you have. With a plastic card or other similar item lay out some lines of the stuff -- spread the material it out into a rectangle and divide it into, say, 8 lines. 8 lines means each line equals about 1/8 tsp. That should be close enough for aquatic gardening work.
