It's somewhat a question of balance, as you suspect. With Amazon swords, you would need more nutrients than for Anubias. Water changes, even if they are not frequent and regular can still be a great source of aquatic absolution.

Just out of curiosity, what's the fish load like in the tank that never gets
water changes?  My guess is it would have to be really light for that to
work.
