[APD] Salinity Issues

I asked in the "Is Chloride Bad For Plants?" thread and the issue of
salinity was raised.

How much salinity is bad?  How would I go about measuring salinity?
Are there signs in plants that I should be looking for?

Tap Water: 0-1 dGH/dKH

Raise GH to 3-5 degrees using CaCl2 and another 2-3 degrees using
MgSO4.
Raise KH to 2-3 degrees using baking soda (which has sodium or
whatever in it)

Would someone tell me how much salt I have and if that level
dangerous?
