The problem you'd have is if there was a tiny chip, the water would start
to turn the plaster to goo. A lot of railroad scenery is foam-based, and
that would float. And they don't worry about scenery material being
non-toxic in water. You could use it to make a shallow rock "diorama"
behind the tank. You could make resin casts of coal, and other
"interesting" rocks, like they do for layouts.
