[APD] Tropica plants

S. Hieber mentioned that Tropica plants cannot be imported into the 
US.  Can anyone explain why?  Does APHIS refuse to issue import 
permits, or does Tropica just not want to bother with the rigamarole 
of obtaining phytosanitaries, etc.  If the plants are artificially 
propagated, grown in inorganic medium and/or shipped bareroot, why 
should it be any more difficult than importing orchids or other 
ornamental plants?  Are aquatic plants treated differently?
