The brown algae is actually a green alga that is covered with diatoms, giving it a brown color.
The spot algae is a sign that the tank is likely PO4 deficient.
Consider using Fleet enema or KH2PO4 or H3PO4( phosphoric acid) to dose to 1-2ppm range of PO4.

The brown algae/green algae mix is a sign of general poor conditions, remove as much as you can manually and through water changes.

Add to the tank after a weekly 50% water change the following:
3/4 teaspoon of KNO3 at least 2x a week
1/8 teaspoon of KH2PO4 at least 2x a week
Trace elments: at least 15mls 2-3x a week

Prune off any algae, clean filters and do large water changes.
Keep up on things for the first 2-3 weeks and clean off algae using a net or by hand etc 2-3x a week till the algae is gone.

For CO2, add more than you are now. At least 25ppm, 30ppm is a good target.
See KH/pH /CO2 table for determination.

So add what the plants need to grow and remove the algae as best you can.
This works for most all algae and will dramatically improve the tank's health.

www.gregwatson.com sells the fertilizers which are very cheap, last a very long time and easy to ship.
