Yes, there should. It's possible that your test kit is old and/or
defective. Try mixing up test solution of a cup of water and some
CaCO3 - if the value doesn't change, your kit is bad.

FWIW, I use 1T CaCO3 and 1/2T of MgSO4 to raise the GH and KH in my 72
gallon tank by 3 degrees.
