[APD] RE: Why algae does not grow

Perhaps I am being obtuse, but I am still confused by those "chemicals."
Does "chemicals signal new growth"
mean that when there is new growth chemicals are released, or does it mean
that those chemicals (from somewhere) tell the algae to grow?

If the latter interpretation is correct, where do those chemicals originate
and can their control be another way to fight algae?
